The FBR has terminated the employment of Customs Inspector Anoos Robin due to prolonged periods of unauthorized absence from duty.
In Lahore, the Federal Board of Revenue (FBR) has taken the decision to terminate the employment of Customs Inspector Anoos Robin, who was assigned to the Collectorate of Customs Appraisement-East, Lahore. This drastic action was taken due to his prolonged and unauthorized absence from his duties.
The FBR’s announcement of this decision was made on Monday, following a series of disciplinary proceedings that were initiated against Inspector Anoos Robin. The entire sequence of events leading up to this major penalty reveals a clear breach of rules and a repeated pattern of negligence on the part of Anoos Robin. It was revealed that the disciplinary actions were instigated by his unauthorized absence from duty, which had been ongoing since September 30, 2020.
The process began with the issuance of a direct Show Cause Notice, dated August 31, 2023, under Rule 6, in conjunction with Rule 7 of the Civil Servants (E&D) Rules, 2020. This notice marked the commencement of disciplinary proceedings against Anoos Robin. However, the proceedings encountered an unexpected challenge when the Collectorate of Customs Appraisement-East, Lahore, reported difficulties in serving the Show Cause Notice to the accused officer. In a letter dated November 3, 2023, it was stated that Anoos Robin’s whereabouts were unknown, and despite extensive efforts, he remained untraceable.
In an attempt to provide another opportunity for the accused to respond, a Final Show Cause Notice was issued on December 15, 2023. This notice was subsequently published in two prominent national newspapers on December 19, 2023. Regrettably, even after a reasonable timeframe, Anoos Robin failed to provide any reply to the Final Show Cause Notice.
As a result, the charge of unauthorized absence from duty since September 30, 2020, was conclusively established against Anoos Robin, leaving no room for doubt. Following a comprehensive examination of the available records and the facts of the case, the Member (Admn/HR)/Authority decided to impose a major penalty of “Dismissal from Service” upon Mr. Anoos Robin, who held the rank of Inspector Customs (BS-16). This decision aligns with Rule-7(c), along with Rule-16(7)(b)(ii) of the Civil Servants (E&D) Rules, 2020.
As part of due process, Anoos Robin retains the right to appeal against this order. The appeal can be submitted to the Appellate Authority under the provisions of the Civil Servants (Appeals) Rules, 1977, within a 30-day window starting from the date of communication of this notification.
